Pulberry was part of the City of St. Vital when it became part of the City of Winnipeg which came into legal existence on January 1, 1972.

Most of the neighbourhood of Pulberry's residential property is in the form of single-family dwellings and the oldest houses, dating from the era between the World Wars, are found along St. Vital and River roads. Much of the remainder of the housing stock dates to the post-World War II period, although significant construction occurred in the southwestern part of the neighbourhood after 1970.
